The services we provide our clients range from basic signal operations and traffic counts to more detailed traffic design and traffic studies, all the way through detailed Transportation Planning studies. We address a wide range of transportation facilities and issues, including maintenance of traffic, school and pedestrian crossings, traffic calming, striping, and signal interconnect.

We employ traffic data collection crews equipped with MioVision camera systems, solid state tube counters, Jamar Radar units, and manual count boards.  We utilize various software platforms including Synchro, SimTraffic, HCS, SIDRA and TRU TRAFFIC.

Signal Operations

Traffic control equipment on the market today has the ability to maximize the use of existing pavement. However, as time goes by, traffic volumes increase and traffic patterns change which requires signal operation evaluation to ensure maximum efficiency. We are skilled at these evaluations and recommending cost effective solutions that solve problems. It is necessary to evaluate entire signal systems periodically. We also develop signal timing for signal systems that allows for optimized traffic flow on the main street.

Traffic Design

Good design provides a product that not only functions well when built, but also allows flexibility to make changes in the future. We make an effort from the onset of a design project to thoroughly understand the needs of the maintaining agency. Many times this calls for an understanding of their maintenance practices. This information is very useful when we make decisions during the design process. We also incorporate the items that allow flexibility in the future.

Traffic Studies

Traffic studies are generally performed for two reasons. The first reason is to address a perceived problem. This involves verifying the problem and making recommendations for potential solutions to the problem. In some cases, available crash statistics may indicate that a problem exists and the study is performed to determine the contributing factors for the higher crash rates. The second reason for a traffic study is to determine the impact of a proposed development and make recommendations to mitigate those impacts on the local street network.

Regardless of the reason for the study, it is necessary to thoroughly understand local guidelines and maintain contact with the agency that is responsible for the roadway(s) being studied. We have performed hundreds of traffic studies of varying types. When it is necessary to collect new data for the study, we collect the data ourselves. Beyond having confidence in the data, it proves to be valuable because often observations of specific traffic issues made in the field are either reported to the maintaining agency or incorporated into the study.

Traffic Counts

The effectiveness of any design depends on the quality of the data that is used to establish the design criteria. Likewise, the accuracy of a traffic impact study is based on the existing traffic. We have a strong commitment to collecting good data accurately and efficiently. Over the years, we have taken thousands of traffic counts that are on file for reference to help ensure the quality of new counts. Our traffic count specific projects have ranged from one to dozens of counts.

Transportation Planning

Projects in this category can result in millions of dollars in future savings of highway construction and right-of-way costs. The foundation of good transportation planning is good data, properly utilizing available traffic forecasting tools, and understanding local values. Planning projects provide a framework for cooperation between the public and private sector.

SURVEYING & RIGHT-OF-WAY

Smart Services provides a wide range of surveying services meeting the needs of our public and private clients. Our firm was built on the performance of Mortgage, ALTA, and Boundary surveys where we established a solid reputation for quality and accurate work. Since our start we have expanded our services to include Topographic Surveys, FEMA Flood Mapping and Elevation Certificates, Bathymetric Surveys, Project Survey Control, Construction Staking, Final Site Staking, Site Engineering Surveys, Route Surveys, and As-Built Surveys.

We employ survey crews equipped with Robotic Total Stations, ODOT VRS and RTK GPS systems, static GPS systems, and optical levels. We have the CADD and GIS expertise to prepare high quality basemaps, right-of-way plans per ODOT Design Manual Guidelines and Specifications, and GIS mapping tailored to our client’s needs.

TRAFFIC ENGINEERING

ENVIRONMENTAL SERVICES

Smart Services, Inc. provides a vast array of environmental consulting services to assist our clients through state and federal regulatory processes. We can provide basic environmental reviews in the form of Environmental Site Assessment (ESA) Screenings and Phase I ESAs, to more intensive Phase II ESAs, underground storage tank (UST) removals, and Asbestos-Containing Material (ACM) Surveys. When a site is planned for development, we can assist with the permitting related to impacts to wetlands, streams, threatened and endangered species, and cultural resources. We can complete Nationwide and Individual Section 401/404 permits, Individual Ohio Section 401 Water Quality Certifications, and Isolated Wetland Permits. We also provide a wide range of environmental services on state and local transportation projects, providing environmental documentation and regulatory agency coordination.
