Mr. Strain is a highly accomplished professional with over 20 years providing project management, contract management, and regulatory expertise in the area of environmental consulting. He manages the environmental division and is experienced with all aspects of National Environmental Policy Act (NEPA) compliance, including preparation of Environmental Assessments (EAs), Environmental Impact Statements (EISes), Categorical Exclusions (CEs), and Habitat Evaluation Procedures (HEP) analysis. He is a Certified Professional Wetland Scientist (PWS), an ARCPARC Certified Professional Soil Scientist (CPSS) and Soil Classifier (CPSC), and Licensed Sub-Surface Sewage Disposal Designer. Mr. Strain has a proven track record of providing excellent leadership and project management, and routinely works with state and federal regulatory agencies. His experience includes: create NEPA documentation and Section 404 / 401 reports for the proposed installation of gas pipeline for Columbia Gas; planned, managed, and coordinated the completion of NEPA documentation for hydroelectric projects at the Ohio River under Section 408 of the Rivers and Harbors Act; produced feasibility report and plan to develop Mitigation Bank to restore wetlands to natural state for Cincinnati Nature Conservancy in Lebanon; managed stream assessments, conceptual designs, public involvement, final plans, and construction for removal of two low-head dams on Alum Creek for Friends of Alum Creek and Tributaries and the City of Columbus.
