Brian D. Smart, PS is a registered surveyor and has worked in the surveying industry for over 25 years. His background includes a wide variety of utility and transportation related work for engineering firms, local governments, and other agencies. His project responsibilities typically include record research, benchmark and horizontal control research, utility research, basemap preparation, project management, legal description preparation, right-of-way plan review, and survey plat review. He provides excellent leadership and has managed a multitude of successful projects, including an ODOT District-wide Guard Rail survey as part of a design-build team. Through his affiliation with various engineering firms, he has attained a comprehensive background in engineering design surveys.
Todd J. Stanhope, PE, PTOE began his career in 1995 and manages the Traffic Engineering services at Smart. He has over 16 years experience in civil engineering, with most of those years devoted to traffic engineering and transportation planning. While pursuing his degree, he worked summer internships at the Pennsylvania Department of Transportation (Penn DOT) and the Ohio Department of Transportation (ODOT). Mr. Stanhope has been involved in the design of over 70 traffic signals and currently performs the detail review of the design work. Several of these signals were either an addition to an existing signal system or part of a new signal system. The designs have included interconnect plans that utilized hardwire, spread spectrum radio, and coaxial cable. Mr. Stanhope also serves as the primary preparer of small and large traffic impact studies. He also prepares comprehensive corridor and safety studies.
